I finished the PS2 version 100%last week (finished the PSP version 100% in 2011), and I completely agree with you. It is still possible to get it as part of Grand Theft Auto: The PS Vita Collection on the PS Store though (this also includes LCS and CTW). There seems to be some reason as to why they can't sell it, as they removed the existing digital PSP and PS2 Classics (for PS3) versions from the PS Store in 2017. Definitely emulate it at the very least so you can experience it. I'd argue it also has the best story outside of GTA IV in the GTA franchise, basically combining GTA IV's morality introspection balanced with the fun and goofiness of the III era games. It basically combines Vice City's atmosphere with San Andreas's gameplay and graphics. So yeah, unfortunately it doesn't look like it's going to happen, which is really disappointing since IMO it might be the best game of the GTA III era outside of San Andreas.

I think with the lack of nostalgia even compared to LCS and with the expensive licensing issues, they just don't consider it worthwhile to port this game when it will make this level of sales.

Certainly not bad, but it may not justify the cost of development. Meh mobile sales of LCS and Chinatown Wars: While I wouldn't say LCS is really doing that bad, it's still just below the top 100 paid apps in sales while the original trilogy games are in the top 56 still, and Chinatown Wars is even worse at 122 as of the writing of this post (this is on Google Play store).

This is likely why LCS and Chinatown Wars were ported to mobile platforms first. While LCS and Chinatown Wars both had some song licensing, they're likely much less expensive since the songs featured on the radio aren't classic hits like in VCS. Licensing: not only do they have to relicense all the songs, which would be an expensive endeavor as they are all big hits, but as a certain mission features Phil Collins there may be relicensing issues with that, too that could even lead to Rockstar having to remove or remod that mission. Chinatown Wars actually initially sold even worse, but there was another major issue: Personally, as someone who played both, I think people were also disappointed by LCS (IMO LCS is my least favorite of the 3D GTA games), so that turned them off from buying VCS. Maybe it was because more people were switching to the DS, along with the PS2 being farther along in its lifecycle. Poor initial sales: When it was first released, Vice City Stories actually sold worse than Liberty City Stories, with 11 million sales for LCS vs 6 million sales for VCS. From what I've seen, it's unfortunately unlikely to be ported for 3 reasons:
